
Elizabeth Mildwater will share how New South Wales is advancing its vision of a modern, customer-centric public sector. As governments increasingly operate as digital service providers, the discussion will highlight the state’s progress in leveraging digital platforms, data, and emerging technologies to enhance the way citizens and businesses interact with government.
Members will gain insights into the development of digital government infrastructure, including the role of data and artificial intelligence in improving service delivery, as well as the importance of trusted digital identity and secure data environments. This boardroom briefing will also examine the broader opportunities created by government-led digital transformation, particularly for collaboration with industry and the growth of innovative technology ecosystems.

Elizabeth Mildwater leads the Department of Customer Service
(DCS), working alongside a team of experts to turn practical strategies into
meaningful outcomes for the people of NSW.
Elizabeth joined DCS as Secretary in January 2026, after
serving as Secretary of the NSW Department of Creative Industries, Tourism,
Hospitality and Sport (formerly the Department of Enterprise, Investment and
Trade) from 2022 to 2025.
Elizabeth brings more than 30 years of management experience
across customer services, legal, company secretarial, compliance, risk,
management, human resources and operations.
Previously, she served as CEO of the Greater Cities
Commission, and held senior leadership roles at Transport for NSW, as well as
in the not-for-profit sector and private sector.
Passionate about collaboration and innovation, Elizabeth
champions stakeholder engagement and the use of technology to deliver
exceptional services. She serves as a NSW Council member with the
Institute of Public Administration Australia (IPAA) and was appointed an IPAA
National Fellow in October 2022.
Elizabeth is also a member of Chief Executive Women and the
Australian Institute of Company Directors.
